Definitely ask the landlord or whoever is in charge. Rules vary between complexes.

I would say that the chances are pretty good that you should not be grilling on the 8th floor balcony!

That depends on the city laws and the building covenants. Some places it is permitted and some it is not. Do check the city codes and the building covenants first.

Check with you city and landlord first. Many cities and building owners have banned grills due to risks of fire. Try instead of going downstairs, away from the building and staying with your food while it cooks.

Should be in your lease papers, put if it is not a fire hazard I do not see why not. If the flames get a bit high though do not spray water on it or panic and hit it with a fire extinguisher. That will spread it all over, just put the lid on it.
propane would be safer and in the long run less expensive.
